Entscheidungen AGM 2011 - Regeländerungen
Die an dem Annual General Meeting 2011 getroffenen Entscheidungen sind online. Insbesondere bemerkenswert finde ich die folgenden Punkte:
- Die Klarstellung was zum Netz gehört wurde nicht angenommen:

To modify 2.2.1, 2.2.4, 2.9.1.1 and 2.10.1.3:
2.2.1 The net assembly shall consist of the net, its cord suspension and the upright net posts, the horizontal part of the supporting posts and the possible clamps.[...]

- Die Änderung, dass nach Netzberührung kein Fehler mehr möglich sein soll, wurde auch nicht angenommen:

To modify and unify 2.9.1:
2.9.1 The rally shall be a let
2.9.1.1 if in service the ball, in passing over or around the net assembly, touches it, provided that
2.9.1.1.1 the service is otherwise correct or
2.9.1.1.2 the receiver or his partner obstructs the ball, touches the playing surface with a free hand or infringes Law 2.10.1.13 or
2.9.1.1.3 the receiver or his partner, or anything they wear or carry, moves the playing surface or touches the net assembly.

- Eine Änderung zum Lösungsmittelgehalt gibt es, wobei mir aufgrund der Streichungen nicht ganz klar ist was die endgültige Formulierung ist. Daher einfach mal der Wortlaut (gestrichene Passagen in spitzen Klammern da mir hier keine Formatierung für Streichen bekannt ist):

To amend 3.2.4.1:
3.2.4.1 It is the responsibility of each player to ensure that racket coverings are attached to their racket blade with adhesives that do not contain harmful volatile solvents; in the attachment of racket coverings to blades, <any solvent additives such as boosters, tuners etc.> shall not be used as pre-coating material <without any adhesive capability>

To amend 3.2.4.2:
3.2.4.2 The racket control centre shall test rackets, according to the policy and procedure established by the Executive Committee on recommendation of the Equipment committee, to ensure that rackets abide by all ITTF regulations including, but not limited to, racket covering thickness, flatness and presence of harmful volatile substances; players shall not disturb the racket control function, they shall co-operate; for the testing of the racket covering thickness, players shall provide an open area of more than 1cm x 1cm which is left uncovered with any material or coating nearest the handle of the blade for the completion of the procedures provided by the ITTF; <if the blade has no such area provided above, racket controllers shall be allowed to make such open area on the blade nearest the handle.>

3.2.5.7 There may be 1 temporary advertisement on each half of each side of the tabletop and 1 on each end, clearly separated from any permanent advertisements and each contained within a total length of 60cm; they shall not be for other table tennis equipment suppliers and there shall be no manufacturer’s or supplier’s advertisement or logo on the undercarriage of the table.

- In den Regeln wird jetzt auch verbindlich festgehalten, dass ein Schläger alle Tests der Racket Control bestehen muss. Damit gewinnt in meinen Augen das T9 nochmal an Bedeutung, da hierin die Prozeduren festgeschrieben werden, und es wird klargestellt, dass diese verbindlich sind.

To modify Technical Leaflet T9, Racket Control (9.1):
9.1 Harmful volatile solvents measurement with MiniRAE-Lite® The ITTF has banned volatile solvents from use on the racket. The limit has been decided by the ITTF Executive Committee as follows:
• from September 2009 to August 2010: maximum reading of 4,0 (4,0 is accepted);
• from September 2010 to August <2011> 2013: maximum reading of 3,0 (3,0 is accepted);
<• from September 2011 [b]on[b] to August 2012: maximum reading of <2,0> 3,0 (2,0 3,0 is accepted)>

To modify Technical Leaflet T9, Racket Control:
9.2 The final result of thickness measurement shall be calculated by the average of these four measurements. An average of <4.04mm> 4.00mm or below should be recorded. An average above <4.04mm> 4.00mm should be recorded and must be referred to the referee.

The Equipment Committee, Competition Department and the Marketing Department shall strictly enforce the ITTF’s advertising rule limiting the Manufacturer’s logo on the sides of the table to a maximum of 6 logos according to the approved Technical Leaflet, and a fine of $50,000 per additional logo shall be charged to offending Manufacturers.

- Weiterhin dürfen wir gespannt sein, ob es zukünftig Bälle aus einem anderen Material als Zelluloid gibt (aus dem Board of Directors Meeting):

The ITTF Executive Committee and the Equipment Committee shall request from Ball Manufacturers to produce 40mm <PVC> non-celluloid balls <(non-celluloid)>, after the 2012 Olympic Games, in preparation for the total ban of celluloid production by national governments around the world, and the Equipment Committee shall adjust the Technical Leaflet in terms of description of the new material and tolerances.
