I think it is question of advertisment not a question of changing any more rules ! The fresh glue ban for examble is not suitable to make it more attractive.

I would a agree with the last part of your statement. The fact of the matter is, the initial intend wasn't served after all. However, the part I don't dig: why would switching back to the old rules and regulations help the situation? I'm not sure whether it would make any difference as to how it would change the perception of non-pongers.
