Der Text nach "Explanation" wird wohl neu in das Regelwerk aufgenommen. Erst einmal geht es darum, zwischen Noppengummi und Sandwichbelägen zu unterscheiden.

The racket covering should be used as it has been authorised without any physical, chemical or other treatment (except normal wear) – changing or modifying playing properties, friction, outlook, colour, structure, surface, etc.

Dieser neue Abschnitt (Explanation) ist in den Abschnitt mit OX-Noppen eingebettet und hat den Sinn, die Behandlung von solchen Belägen zu unterbinden.
