Very easy, we just separate them. But in any case the ITTF does NOT approve (homologation) rubber. We just approve the common equipment such as tables, nets and balls for quality and meeting ITTF criteria. For rubbers and blades, which are "[ersonal equipment" we do not approve. We give the authorization to rubber manufacturers to put the ITTF logo on their rubber if the rubber meets the ITTF rules and criteria. We do not approve for quality.
I do not know how much manufacturers spend on development. There is a group called FIT, which is the Federation of TT Manufacturers, and we meet with them regularly and they are always aware of ITTF plans and they actually make a lot of recommendations to the ITTF.
