Auch hier hilft übrigens der von Dir schon zitierte Abschnitt 13 des ITTF-Schiedsrichterhandbuchs weiter:

13.3.2. (...) Spectacle wearers can have particular problems, especially in hot conditions, and the umpire may allow them short breaks for cleaning between any rallies.
13.3.3 The purpose of the restriction on towelling is to prevent it being used as a delaying tactic (...). There is no reason why players may not towel at times which do not further interrupt the continuity of play, such as when the ball is being retrieved from outside the playing area (...) .

Kurz: Das Trocknen des Brille sollte auch außerhalb der 6 Punkte gestattet werden, ebenso ist ein kurzes Abtrocknen, das den Spielfluss nicht unterbricht (z.B. wenn der Gegner sowieso gerade den Ball holt), akzeptabel.

Das Fingerspitzengefühl des SR bekommt damit eine klare Vorgabe an die Hand. Aber es bleibt natürlich allein seine Entscheidung.
