Zusammensetzung des Schlägers wird im Paragraph "2.04 The Racket" beschrieben. Erlaubt sind nur Holz, Belag und Kleber ("
adhesive"), nicht mehr. Demnach sind keine Folien erlaubt, auch keine Klebefolien.
Wenn man sich aber

"
1.2.2. PSA (pressure-sensitive adhesive sheets)
Apart from adhesives, a PSA may be used for fixing the rubber to the blade. Some of these are water-based systems.
PSA may not be more than 0.1 mm thick and may not be cellular. It may
consist of two layers of adhesive supported on the two sides of a plastic
film or a cellulosic paper, or may be one solid layer of film. The packaging
should carry the trade name and instructions for use."
Ich sage gleich meine Meinung dazu: das ist illegal im Sinne der ITTF Constitution. Um das zu begründen, muss ich etwas weiter ausholen.
Über
Technical Leaflets steht in den ITTF Regeln folgendes:
"3.01.02.07
Detailed explanations and interpretations of regulations, including equipment specifications, shall be published as Technical Leaflets authorised by the Board of Directors ..."
Einführung einer neuen Komponente wie Folien ist auf keinen Fall "
explanations and interpretations of regulations". Das ist eine Regeländerung ("
amendment")
Und wer darf Regeländerungen ("
amendments") beschließen? Da haben wir das, in der
ITTF Costitution steht:
"
1.20.03 Amendments to the Constitution and the Laws of Table Tennis shall be made only at a General Meeting; amendments to other Regulations shall be made only at a meeting of the Board held immediately after the AGM."
Zusammensetzung des Schlägers gehört zu "
the Laws of Table Tennis" (Kapitel 2 der ITTF Regeln), nur Versammlung aller nationalen Verbände ("
Annual General Meeting or AGM") darf sie ändern. Nicht aber der
Board of Directors.
Kurze Zusammenfassung: der
Board of Directors hat etwas erlaubt (Folie), was er nicht erlauben durfte. Für mich ist es illegal.
Dieselbe Überlegung gilt, übrigens, für das Frischklebeverbot und das GLN Verbot.
