Dort steht das Anfang Juni die Spieler bekannt gegeben werden die sich über die Weltrangliste qualifizieren, also gehe ich stark davon aus das die Juni-Weltrangliste zählt.

3. World Qualification Tournament (Teams/Singles)
Any unused quota places obtained at the World Teams/Singles Qualification Tournaments will be reallocated to the next best-placed eligible team / athlete of the same gender, not yet qualified, from the respective World Team/Singles Qualification Tournament.
If the World Team Qualification quotas are not filled by 15 th February 2020, the remaining quota places will be reallocated to the next best-ranked eligible Team of the same gender on the ITTF Olympic Teams/Singles Ranking list of February 2020.
If the World Qualification Singles quotas are not filled by 15 th June 2020, the remaining quota places will be reallocated to the next best-ranked eligible athlete of the same gender on the ITTF Olympic Singles Ranking list of June 2020.
Also könnte die Team-Setzung eventuell sogar schon gelaufen sein?
