Das bedeutet ja wohl, dass es gar nicht auf die Performance in den Gruppenspielen ankommt, sondern die beiden am höchsten gesetzten weiterkommen. Das hatte ich zunächst nicht kapiert.

Das war ein Zitat aus dem "Media guide", dessen Wortlaut nicht sehr zuverlässig scheint. Ich hatte aber auch das offizielle Reglement verlinkt, und da steht in der Tat auch "highest ranked":
